Implementation of Automated Traffic Signal Performance Measures

The Performing Agency shall conduct and review the state of practice related to the implementation and use of Automated Traffic Signal Performance Measures (ATSPMs) to enhance traffic signal performance. The Performing Agency shall compare and contrast the use and implementation requirements of a minimum of three ATSPM software suites commonly available to the Receiving Agency. The Performing Agency shall develop prototype data-analysis techniques and tools to assist the Receiving Agency identify strategies and techniques for enhancing traffic signals. The Performing Agency shall develop recommendations and guidelines for the Receiving Agency Districts on deploying and using ATSPMs to assess and improve traffic signal performance and operations.
